Draft Bill for Organic Act for the Digital Development Department Still Pending Legislative Yuan Approval

Taiwan's Executive Yuan has submitted the proposed Draft Bill for Taiwan's Organic Act for the Digital Development Department (the "Draft Bill") to the Legislative Yuan for approval, and expects to establish the Digital Development Department by 2022.  However, as the current session is focusing on budgetary bills, it is uncertain as to whether the Draft Bill will be approved during this current session.
 
The organization of Digital Development Department, includes the establishment of the Information and Communication Security Center (originally the National Information and Communication Security Committee, Executive Yuan), and the establishment of a non-departmental public body, the National Information and Communication Security Academy, which has two subordinate units, the Technical Service Center and the Superior Information Security Center.  The draft bill for the Establishment Act for the National Information and Communication Security Academy is also pending the Legislative Yuan's approval.
 
Executive Yuan Spokesperson, Mr. Lo, indicated that the relevant bills for the Digital Development Department are critical to the development of national digital policies.  The relevant authorities will endeavor to push the Draft Bill during this current session.  In the meantime, Mr. Lo emphasized that the relevant policies for developing digitalization are in progress, and will not be effected by the status of the Draft Bill. 
 
According to the "National Information and Communication Security Plan (2021 to 2024)" proposed by the Executive Yuan, in order to establish a strong and secure digital nation, it is proposed to (1) make Taiwan the cyber security training center of the Asia Pacific area, (2) enhance the investigation force for new types of cyber-crimes, and (3) cooperate with Taiwan industry to establish a more secure cyber environment.  The approval of the Draft Bill will be part of the National Information and Communication Security Plan.
