Electric Bicycles To Be Required to Have License Plates and Compulsory Automobile Liability Insurance

Taiwan's Legislative Yuan approved amendments to the Road Traffic Management and Penalty Act (the Act; 道路交通管理處罰條例) pertaining to electric bicycles on 19 April 2022.  The key amendments to the Act are as following:
  1. The term "electric bicycle" in the Act will be changed to "mini electric two-wheel vehicle" (微型電動二輪車);
  1. A mini electric two-wheel vehicle may not be operated without a license plate;
  1. A mini electric two-wheel vehicle's license plate may not be registered unless the owner has valid compulsory automobile liability insurance in accordance with the Compulsory Automobile Liability Insurance Act (強制汽車責任保險法); and
  1. All electric bicycles, which are currently operated, must comply with the Act within two years of implementation of these amendments.
The implementation date of these amendments is subject to the competent authority's announcement.
