Taiwan Intellectual Property Management System Begins Operating

  The Ministry of Economic Affairs’s Industrial Development Bureau (IDB) recently completed its study of implementation methods for the Taiwan Intellectual Property Management System (TIPS).  Commencing this year, IDB will use the industrial guidance method to encourage enterprises to take the initiative in introducing the TIPS rules into their operations. The IDB, in conjunction with the IP management service providers, will also offer consultation and diagnostic help to enterprises.  In addition, it will offer evaluation and certification services, and will issue TIPS emblems to qualified enterprises.

  The IDB indicated that while some domestic enterprises and organizations engage in the work of intellectual property management, most of those organizations do it in a way that is scattered and passive.  They have no target or strategy, so that the creation of any unique value is difficult.  Modern economic realities demand systematized intellectual property management systems in order to remain competitive.  This year the IDB strives to: (1) help key industries succeed in implementing TIPS, (2) establish a model for TIPS introduction into industry clusters, (3) assist research institutions in introducing TIPS, and (4) coordinate with other units for the listing of TIPS as an item for evaluation in applications for technology development programs. In addition to the above, the IDB plans TIPS implementation seminars in northern, central, and southern Taiwan in order to help the industrial, governmental, academic, and research sectors better understand the content of TIPS and how to implement it.
