The Executive Yuan has approved amendments of the Management Statute for Establishment of Science Parks to allow, amongst other things:
- Support services for industries in the parks,
- Building community areas,
- Incentives to renew private factory use through land transfers, and
- Measures to revitalize unused factories by encouraging assignments of ownership.

Parties who assume ownership of a factory may receive up to 6 months free rent during construction, renovation or establishment, subject to approval by park authorities.

For companies working with incubator centers in the park to complement in-house R&D, extensions of up to two years may be available upon application.  Certain restrictions on land acquisition and related compensation have been relaxed or eliminated. 

Nevertheless, land leased to R&D firms, incubation centers, banks, hotels, and conference centers may not comprise more than 5% of the parkland.
