"FAMILY LEAVES” WILL APPLY TO ALL ENTITIES
The current rule regarding family leaves applies only to entities that have more than five employees. The Council of Labor Affairs, plans to drop the threshold and to expand the application to all business entities. The new rule is expected to enter into force next year at the earliest. The Council of Labor Affairs indicates that approximately 800,000 workers in Taiwan will benefit from the new rule.
However, commentators say that the new rule is simply symbolic. Most workers will use their annual leave rather than the family leave because the latter is unpaid.
At the time the rule of family leave was first promulgated, it only applied to entities that had more than 30 employees. The current rule was amended in 2008. According to the Council of Labor Affairs, 36.6% companies granted family leaves last year, and the average off days of family leaves was 7.
