According to the draft New Economic Immigration Act released by Taiwan's National Development Council (NDC) on August 6, 2018, the requirements of the recruitment and retention of three categories of foreign talent, who are professionals, mid-level skilled workers, and Taiwanese expatriates and their offspring, will be loosened for developing key industries and easing a looming manpower shortage in Taiwan. Furthermore, NDC clarifies that investment immigration will be excluded from the draft act, and the requirements of investment immigration shall be governed by the relevant existing laws.
The proposed requirements of the three categories of foreign talent, who want to apply for permanent residency in Taiwan, in draft Act will be the following:
- Foreign Professionals are required to stay for 5 consecutive years and for at least 183 days each year.
- Mid-Level Skilled Workers are required to meet the minimum salary of NT$41,393 (US$1,351) for industrial worked or NT$32,000 for social welfare worker and stay for 6 consecutive years
- Taiwanese Expatriates and their offspring are required to work as Foreign Professionals with Taiwan passport.
