International Trade Administration Updates Entity List of Strategic High-Tech Commodities
On June 15, 2025, the International Trade Administration of the Ministry of Economic Affairs (經濟部國際貿易署, hereinafter “ITA”) issued a press release statement responding to a news article indicating that the ITA had added Huawei (華為) and Semiconductor Manufacturing International Corporation (中芯國際, SMIC) to the controlled entity list.
The statement notes that the ITA regularly convenes inter-departmental review meetings to update Taiwan’s strategic high-tech commodity entity list pursuant to its authority under Article 13 of the Foreign Trade Act (貿易法).
These updates are primarily aligned with the sanctions and control lists issued by the United Nations Security Council and allied countries. To date, a total of 10,844 entities and individuals have been included on the list (the “Entity List”).
At its most recent inter-departmental review meeting, the ITA expanded the Entity List.
On June 10, 2025, it added 601 entities from Russia, Pakistan, Iran, Myanmar, and the People’s Republic of China for activities linked to weapons proliferation and other national-security risks.
Importantly, the newly listed entities include Chinese government-funded firms such as Huawei and SMIC.
The Ministry of Economic Affairs (經濟部) reminded domestic manufacturers that, before exporting strategic high-tech commodities to any listed entity, they must obtain a strategic high-tech commodity export permit (戰略性高科技貨品輸出許可證) issued by the ITA. Additionally, Taiwan Customs will support enforcement through border inspections. Exports to listed entities without the required permit will not be cleared by the Customs.
