Taiwan Licenses First E-Payment Service Provider to Offer Small-Amount International Remittances
Taiwan's Financial Supervisory Commission (FSC) licensed O’Pay Electronic Payment Co., Ltd. to offer small-amount international remittance services in July 2026. This line of business has been open to e-payment service providers since amendments to the Act Governing Electronic Payment Institutions took effect in July 2021, but O'Pay is the first provider to receive such a license.
O'Pay's license permits it to operate a general service through which Taiwanese nationals and foreign residents of Taiwan may remit relatively small sums to Vietnam, a country with which Taiwan has extensive personal and commercial ties. To use the general service, customers must open a “type 2 e-payment account”. Up to NT$50,000 may be remitted in a single transaction, subject to a monthly limit of NT$300,000.
O'Pay is also permitted to provide a separately regulated small-amount remittance service that enables migrant workers in Taiwan to send funds to their home countries. Migrant workers from the Philippines, Indonesia, and Vietnam may use this special service. Unlike users of the general service, they are not required to open a type 2 e-payment account. Instead, they may use their Alien Resident Certificate and mobile phone number to obtain a QR code through the O'Pay app and then make a remittance at a convenience store. The applicable limits are NT$30,000 per remittance, NT$50,000 per month, and NT$500,000 per year.
O'Pay expects to launch its remittance service for migrant workers in the fourth quarter of 2026. Its general remittance service to Vietnam is expected to become available in early 2027.
