Recycling of Old Vehicles
In the future, Taiwanese car owners may only cancel their registrations for their old vehicles with evidence of recycling their old cars issued by the Environmental Protection Administration (EPA).
Currently the recycling of old vehicles is administered by the EPA, and the cancellation of vehicle registrations is handled by the Ministry of Transportation and Communications (MOTC) independently. As a result, many old vehicles have been abandoned after their owners have cancelled the vehicle registration, raising concerns for both the environment and public security. Amendments to the Waste Disposal Act are being reviewed by the Legislative Yuan, and in the future, car owners will be required to first recycling their old vehicles with the EPA in order to apply for cancellation of a vehicle’s registration at the local MOTC offices.
According to EPA’s statistics, the recycling rate of old vehicles is approximately 80%. With roughly 550,000 vehicle registrations cancelled in 2009, only 440,000 vehicles have been recycled, while a remaining number of 110,000 vehicles are left unaccounted for. The EPA indicated that as the license plate fees and the fuel fees are no longer payable following the cancellation of a vehicle’s registration, many car owners will cancel a vehicle’s registration while not properly disposing of the vehicle. The implementation of the new policy is expected to ensure that old vehicles will be properly recycled.
