AMENDMENT TO DECRIMINALIZE SPECIAL FUND ABUSE
The Legislative Yuan passed an amendment to decriminalize abuses of special fund. The amendment will clear the names of more than 7,500 officials involved in special allowance cases.
The amendment of the Accounting Act reads that the civil, criminal and administrative responsibility of handling, reimbursing and using the special allowance funds conducted before Dec. 31, 2006 will be released. Currently, many politicians of KMT and DPP was charged for the abuse of the special fund, including former vice president Lien Chan (連戰), Vice President Vincent Siew (蕭萬長), Premier Wu Den-yih (吳敦義), former vice president Annette Lu (呂秀蓮), former foreign minister Mark Chen (陳唐山) and former premier Yu Shyi-kun (游錫堃).
The Special Investigation Division under the Supreme Prosecutors Office, which is in charge of probing corruption cases involving high-ranking officials, said recently that it was happy to see the decriminalization of the fund abuse.
