New Regulations of Cosmetic Hygiene and Safety Act

The Taiwan Food and Drug Administration (TFDA) announced that, starting from July 2024, all cosmetics manufacturers and importers must complete registration before selling their products. Those found to be in  violation of this regulation may be fined up to NT$1 million.
 
Previously, Taiwan's cosmetics management was divided into two categories: general purpose and specific purpose. Specific purpose cosmetics such as hair dyes, perm agents, and sunscreen all require applications for registration.
 
The president of TFDA stated that the previous categories led to consumer misunderstandings about the specific effects of cosmetics. As a result, starting from July 2024, cosmetics will no longer be categorized and all cosmetics should be registered. The manufacturers and the importer must establish product information files that include product names, uses, and usage methods. This information must be registered on the cosmetics product registration platform.
 
After completing the registration, companies  are permitted to supply, sell, give away, display publicly, or offer consumer trials of cosmetics. Those companies found to be in violation may be fined from NT$10,000 to NT$1,000,000 (approx US$300 to US$30,000) in accordance with the Cosmetic Hygiene and Safety Act.
