EXECUTIVE YUAN LINES UP TWENTY-NINE BILLS AIMED AT EXPEDITING SERVICES DEREGULATION

On November 10, 2004 Taiwan’s Executive Yuan approved a time schedule for twenty-nine bills drafted for the purpose of expediting deregulation of Taiwan’s services market. Currently, at least fourteen of these bills have been sent for deliberation by the Legislative Yuan. Seven bills are now being drafted and it is expected that they will be submitted for approval to the Executive Yuan by the end of December 2004. The remaining eight bills are more complex as they involve a wider scope of contemplated activities and thus require further study and drafting.

Meanwhile, the Executive Yuan is taking measures aimed at enhancing the training of personnel by selecting promising individuals who have demonstrated strong aptitude in the fields of logistics and distribution, the humanities, cross-straits negotiation law, management, conferences and exhibitions, cultural and creative industries, international law, diplomatic law, financial supervision, and finance to study abroad.

In order to adequately meet certain requirements that are specific to the service industries, the Executive Yuan is also planning to amend the regulations that govern land zoning and to change the control of commercial and industrial districts to a negative list system with the goal of satisfying the enterprise development needs, which are diversified and dynamic.
